Training

This page provides an overview of OVIC’s training offerings and includes a list of dates for 2021.

A key function of OVIC is to provide advice, education, and guidance to agencies and the public regarding their rights and responsibilities in relation to the Privacy and Data Protection Act 2014 (PDP Act) and the Freedom of Information Act 1982 (Vic) (FOI Act). OVIC offers a range of free webinar and elearning modules to assist Victorian public sector (VPS) staff working with the PDP Act and the FOI Act.

OVIC also offers bespoke training to regional agencies, and agencies who would like to host a session tailored to the needs of their staff. For further information on bespoke training, please contact us at training@ovic.vic.gov.au.

OVIC training program and COVID-19

OVIC activated has activated its business continuity plan due to COVID-19. To ensure the health of staff and members of the public, OVIC has cancelled all upcoming face-to-face training and has shifted to delivering training via webinars.

Privacy

Information privacy under the Privacy and Data Protection Act 2014

This session is for VPS staff who want to gain a general understanding of their privacy obligations. The session provides attendees with:

  • an overview of the role of OVIC in relation to privacy;
  • the concepts of information privacy and personal information;
  • privacy obligations under the PDP Act, including the 10 Information Privacy Principles;
  • what privacy breaches are; and
  • our role in privacy complaint handling.

It is a prerequisite of this course that participants complete the online modules, Introduction to Privacy in the Victorian Public Sector and Managing the privacy impacts of data breaches, which can be accessed here.

Freedom of information

OVIC’s freedom of information training is designed for VPS staff who would like a comprehensive understanding of the practical application of the FOI Act. In order to get the most out of these sessions, it is important that participants complete them in the following order.

It is a prerequisite of this course that participants complete the online modules, Exemptions in Part IV of the Freedom of Information Act. OVIC’s online learning portal can be accessed here.

Administering the Freedom of Information Act 1982

This session covers:

  • an overview of the scope and objectives of the FOI Act;
  • a structured approach to processing applications;
  • time frames, decision making, and fees, charges and deposits; and
  • refusals under section 25A.

Core exemptions in the Freedom of Information Act 1982

This session covers:

  • an overview of the scope and objectives of the FOI Act;
  • good decision making;
  • how to interpret and apply the exemptions in sections 30, 33, 34 and 35; and
  • relevant VCAT decisions.

Advanced exemptions in the Freedom of Information Act 1982

This session covers:

  • an overview of the scope and objectives of the FOI Act;
  • how to interpret and apply the exemptions in sections 28, 31, 31A, 32, 38 and 38A; and
  • relevant VCAT decisions.
