OVIC’s 2024-2025 annual report tabled in Victorian Parliament

OVIC’s 2024-25 annual report was tabled in Victorian Parliament on 14 November, 2025. [EXTERNAL LINK]

The years’ annual report shows the continued demand for the services that OVIC provides across all business units, and the importance that organisations across the Victorian Public Sector and the public place on those services and guidance that OVIC provides.

Across Victoria, the number of Freedom of Information (FOI) requests reported as received in 2024-25 was 58,181. This is a 9.4% increase from last year and is another record high for FOI requests made in a year.

The number of privacy complaints received by the Privacy and Dispute Resolution team was 162 in the 2024-25 financial year, up from 107 in 2023-24, an increase of 51%.

OVIC also saw a 50% increase in the number of security incident notifications received, with 1094 incident notifications recorded over the financial year, up from 726 in 2023-24.

These trends, amongst others, reflect on the environment in which OVIC operates and provides guidance on how OVIC can continue to provide our services whilst advocating for changes across the areas of privacy, Freedom of Information and information security.

In response to increased demand, OVIC is prioritising opportunities to work alongside our industry stakeholders and peers to produce clear and relevant guidance and empower agencies to enact change in fundamental areas, such as records management and examining the privacy implications of new technologies, particularly artificial intelligence.

OVIC is committed to both leading and delivering change, encouraging organisations to take a new approach to their own service delivery.

OVIC will continue lead and deliver better information protection, access and security practices for VPS organisations, from day-to-day business operations guidance to parliamentary submissions.

OVIC continues to purposefully adapt our service delivery, with an increased focus on simplifying our internal processes, significantly improving our timeliness and prioritising the work of highest value in the coming calendar year. Additional priorities will be regulatory activity, with audits and investigations being the main focus, and educational offerings using our newly established education assessment framework.

We look forward to seeing the positive impact these changes will make for all users of our services in 2026 and beyond.
