Vale John Cain, former Victorian Premier – architect of and advocate for the Freedom of Information Act 1982 (Vic)

It is with deep sadness the Office of the Victorian Information Commissioner (OVIC) acknowledges the passing of John Cain, the former Premier of Victoria from 1982 to 1990.

Mr Cain was instrumental in the passing of the Freedom of Information Act 1982 (Vic), making Victoria the first Australian state to pass freedom of information legislation.

“Mr Cain’s legacy provides every person with a right to seek access to government information in Victoria, and is now a fundamental pillar of Victorian’s information rights”, said Information Commissioner Sven Bluemmel.

“His ongoing and robust advocacy in promoting the object and administration of the Freedom of Information Act was driven by an enduring commitment to openness of government, promoting  better government decision making and greater public participation in government. OVIC will continue to ensure Mr Cain’s legacy endures for the benefit of the people of Victoria.”
